Definitely not permanent, his power is easiest power ever to counter, literally "just look at him" And on top of it, 10% haste isn't even a proper power at all-1 -

Pallet reconstruction in 2v8 makes killers who can't ignore pallets unviable
they can't make dead zones anymore, nor they can't break those fast enough, there is very few killers who is winnable in proper matches of 2v8-2
