Literally just make it a heal over time. Not useless in a chase but still gives a chance to be stopped by the killer Not useless outside of a chase as you can do other things in the mean time1 -

You don't use up the full charge every time you activate it. I've rarely had that problem. The only time I let it drain completely is when I'm going for a grab half way across the map2
