That's the point. They both reduce the length of the game, which is unfair considering a key can be found in a trial, whereas a mori cannot.1 -

He's only weaker to Nurse and Spirit who are broken by design and offer zero counter play to their abilities if used well. At least with Freddy, he doesn't negate pallets.1
