They weren't. But. You could unlock them with the Serums gained from the latest Halloween event, thus you could unlock them for free if you wanted them more.2 -

Of course its not OK. Its the same thing with why Killers have to be locked into lobbies but survivors can last-second switch without any issues. BHVR's extremely biased towards survivors.4 -
