Usually because a lot killer players play to have fun and playing full mean killer isn't the idea of fun for them, wich to be honest is the main idea of a game.3 -

To be honest i'm surprised that they have data to backup (or i think they have) to justify the twins nerf since you have more chances to be killed by a cow than to go against them in a match.4 -
