Why do most killers perks have so many requirements?

Blights lunge is either bugged or just smaller.
I've been playing alot of blight and I've had this issua many many times. When i lunge my attack just stops right at the survivor and does no damage. It either is smaller or bugged or just …1 -

are you kidding? you literary have 0 control over your lunge there is not a single good survivor that can get hit by that in most scenarios, its super easy to counter1
