Well currently we have the exact same problem with 99ing of doors basically allowing survivors to do whatever they want for any particular length of time till they want to all escape.1 -

They tried implementing something like you propose with killer powers, the result was people abused it to get people off the hook while they're effectively a M1 killer.2 -
