Keep in mind PTR nurse is not the fully 'reworked' nurse as the notes say. any 'attacks' you make start the cooldown (whether hit or not) so on misses your cooldown is actually ~1…3 -

The issue here is killers NEVER have skill checks, so forcing it on them when their gameplay never has it would be rude to those who rarely play survivor. Of course some will put that into "well…2
