2 survivors on a generator without either brings it to 44 seconds in comparison. 4 seconds from prove thyself and 3 from resilience. The main gain is the combining rather than the perks themselves1 -

It does work like that. The chase ends as you down them but the effects happen at the same time so you get the larger radius for scream then smaller radius for hunting if needed.1
