Yes, extremely dumb. The main issue I take with it is that it had to be a conscious decision. More than one person must have thought it was a good idea and I fail to see any good reason behind it.8 -

To get P3 you need 170 total perk tiers. 3 pages of tier 3 perks would only be 135 perk tiers. 4 complete pages of t3 perks would be 180 tiers and would be enough for p3 after the update. Here's…1
