It's how the devs get 2k/2e balance when looking at all ranks. The red rank killers get rainbow ranks and crush.1 -

There are ways to get it to work with a cooldown. Like make it only go on cooldown if u heal a health state. I don't think the cool down really does anything outside of very rare instances. Alth…1
