Medkit + Botany or simply Inner Strength are better, more time efficient and consume less perk slots (because SC without Botany is just straight up a hinderance to your entire team)5 -

Because what the perk does, you can do just as easily with different, less situational perks, or just by getting healed by someone else, and all that usually in a shorter time period than Second Wind…13
