Weird. I remember it did during the PTB, which paired extremely well with Forced Penance. Real shame if they did in fact change it.1 -

I believe they mean the text states, "when the exit gates are powered" but in reality the perk only takes effect when all of the generators have been repaired. Must've been a mistake.1 -
