Its possible but rare. I have had times when I got same killer several times. Still could be he is playing with cross-play off so there is not much options as it only queue's you with other cros…-1 -

Yeah blocking does not do anything else than make it so that you don't see their communications in the pre-game chat or end-game chat. Its not the "I will not have this player in my lobbies…-1 -
