Its there to give you a penalty when before you might not even noticed you got one because you dc'd and closed the game. Now there it has an effect when earlier most people could ignore it easil…-3 -

Having Windows to be base kit is really horrible idea. Perk even deserves a nerf not to be made basekit.9
