If they play casually, the penalties aren't severe enough. If they play a lot, the penalties are too severe. Do it based on a percentage of games and everyone's happy.2 -

Except people are still DCing in matches after the penalties. It's currently designed to punish people who play a lot, not people who DC most of their matches.3 -
