Honestly, I think BHVR likes to encourage a certain amount of it, as it helps get views on streams and whatnot. Not that they'd ever say it or anything, but they've often dragged their feet…1 -

Yeah, coal tower and pantry are now just death sentences for the most part. Ironworks was made even worse for killers, essentially. Some tweaking is needed.1
