There's a very large amount of killers in the game right now so I wouldn't say he's as rare as ghostface, plague or nurse these days but he's not as popular as Nemesis for example1 -

Same for me on Jane and Steve. On the killer side I did it on Clown first because I hate him and I didn't unlock it either??1
