Because it's an exhaustion perk that competes with others. They all effectively do the same thing and thats extend and/or drop the chase. Dead Hard is annoying but there are ways to deal with it…15 -

My favorite part is it used to not even have that downside. They looked back at that perk and then decided it needed a pretty big downside when literally only babies and adept Fengs use it lol.6
