Shoulder the burden is legit one of the strongest perks ever concieved, however its counter is people are just not good enough, its like having a flamethrower but you have to be able to assemble it, …-2 -

While I agree it isnt that big a deal ONE good perk can mess up the whole balance of the game, look at MfT, og OoO, eruption,old DS, MoM, current shoulder the burden.-3 -
