Because the perk would actually be useful in a world where boon totems exist and making a viable perk is a no-no. Just stick to your ruin undying tinkerer and don't look back, variety is haram.21 -

I don't see anyone using selfcare over circle of healing. Why would you? And self-care was one of the most popular perks. I doubt they will go away.1
