Is it possible to report outside the game in case it bugs out?

My report system decided not to cooperate (The buttons weren't working) and I couldn't report some very offensive insults... where can I report them manually (I do possess a screenshot)

  Sorry, but in game reports are mandatory - we can do nothing without an in game report for chat offences.

  Also, please avoid slurs/insults in your posts in future, thank you.
