Does VPN actually allow you to change regions?
I just subscribed to a VPN server. Thought I would get some more use out of it by trying to change regions in Dead By Daylight, reason being that the EU region has some really unstable pings for me, not to mention toxicity is so high in the region of UK and any neighbouring countries. Wondered if it actually works, seen as though the Steam 'download region' setting doesn't work any more.
Side-note: can using a VPN permit a ban for using third-party software?

I dunno about DBD but using VPN for any game thru Steam to change your location is a bannable offense by Valve.

If using a VPN gets you better pings, by all means, but use at your own risk. Anything that tinkers with your connection is risky. We don't actively ban for it, but if EAC starts detecting it, we won't be able to help you.
It only becomes a problem when you're using it to intentionally play way out of region to raise your ping and take advantage of lag. That's where we draw the line.
Typically, Valve will step in when someone starts abusing it to buy games cheaper in another region, due to regional pricing differences. It's not so much about just using a VPN at all. If you want to raise your ping, you can simply run a download in the background. Its very easy to pull off, you dont need a VPN for that.
Steam only banns for abusing VPN to make regionlocked purchases AFAIK (might have changed though)

I use a VPN at work and it occasionally has major issues with loading times on basics websites as VPNs do.
VPN is probably not going to get you the results you're looking for.
