What drawbacks besides that 4 second cooldown after failing or hitting a survivor?

Even if there was a balance issue, which there was not in the slightest, but everyone (literally 100%) of the people enjoyed the unbalanced issue, then why change it? I want to see an actual vote appear on the notifications. If they surveyed the community, and literally just asked the players if they liked : (OG Billy / PTB Billy / PTB Billy 2), what the results would be.

STreamers are basically free game testers/promoters who spend so much time in the game they are indeed fostered. Look at some of the Fog Whispereer channels, theres like always a BHVR employee in their chats, in fact, sometimes they make the rounds and go on Twitch and go in ten channelsto introduce themselves and then lurk or leave after the "hey so and so can we get this changed" messages start flooding the channels.

I don't know from which person you talk, but that they resist to learn from expert players could already seen a long time ago.
I know that to the time of the Legion Rework, a ton of people debunked the myths entitled survivor mains and public-addicted streamers spread like venom in the community.
The effect was nothing.
Nothing at all.
It had only gone worse.
If bhvr decides to take the wrong turn, they will do it and if they ever give a comment to it, it will not sound as it would come from someone who is interested in changing his point of view.
*shrugs with his shoulders* If you continue playing DBD, you have to accept that they will need a looong time, to find back to a good path and with a long time, I mean long with a ton of o's :|.

Firstly, when any of the Developers stream - It is in their own private time, on their own private streams, regardless of whether or not they have Developer in their title, so they are perfectly free to ignore comments. It is not their work hours, it's private time (emphasising that there!).
Secondly - you have an outlet for feedback, you used it to make this thread.
Thirdly - locking this right now
