Where was it mentioned that paid rift skins were gunna come out on the store for shards?

At the beginning when the rift was first announced and advertised, where was it mentioned that paid skins in the rift, would later be available through in game currency via the store?

It was something we announced at the same time as the Rift/Tomes came out initially.
We always said that some of these items would come to the Store at a later date, but at least 6 months after they were available in the Rift.

It was pretty much mentioned everywhere, on Stream, on the Forums on Twitter as well I believe.
