Did the devs forget about the Open Handed changes?
I was really excited for this perk to be buffed, but instead it dropped off the face of the planet with nobody talking about it. Did they ever say why they never went through with the change? It was going to be made 16m instead of 8m but it would no longer stack.

Not only Open Handed but they forgot to buff Diversion and Fixated
Diversion still requires 45 seconds
Fixated doesn't work when you're injured
It's like all the changes the community actually liked they purposefully didn't add them

Oh wow, I knew about Open-Handed, but they really didn't change Diversion or Fixated either?
If they forgot/postponed changing one of the perks, I would understand. More than one... well that kinda sucks. A part of why people were excited for this patch were for these perk changes and to try them out.

The open handed change is slated for a future patch. They accidentally included it on this PTB. Source is McLean

Hopefully it's a bug and not intentional, they got a shitload of other bugs in this patch so it wouldn't be a surprise at this rate

The Japanese CM, Donnary, responded to the PTB by saying
Postponed due to various reasons. It is not canceled, and the plan to implement it through PTB in a future major update has not changed.

Diversion and Fixated are updated.
Diversion says it takes 30s to active and not 45s. Fixated doesn't anything about being injured anymore.
Although Open Handed is the same still. Maybe they felt like they could do a different change? Or maybe they read some negative feedback on it. Who knows?

They didn't have time. They were too busy not changing the UI.

I think it was in the PTB patch notes, but not implemented in the PTB itself.

Open Handed was never put in the PTB or the patch notes, it was discussed in the Developer Update - but never went to PTB.
I have no further information as to whether it's going to be in a later update or not.
Fixated & Diversion were both updated in the recent patch
