Is there a way I can refund the demogorgon and just get the chapter instead?
chapter wasn't on sale when I ended up getting the demogorgon so I went ahead and just bought the demo instead with cells.
but now the store page finally updated I now realize that the chapter is 4.79 I kinda just want to buy the chapter instead
I assume refunds are not available but am I able to get a potential discount or something for the chapter so I can buy it?
If I can't get refunded then I don't see the need to purchase the chapter now as I'll be paying 4.79 + 2.50. I'll be over paying for a simple mistake.

I literally bought the demo with cells an hour BEFORE the chapter went on sale.
there should be at least some leniency here with a case like that. I'm trying to give them more money so I can get the chapter instead but I'm not buying the chapter after having spent cells on demo.

They cannot refund you auric cells because they're an in-game currency. You used your real money to purchase fake, virtual money. That fake money cannot be transferred back unfortunately.
I do agree with that discount idea of yours though. For a standard 2-character chapter (1 killer & 1 surv), the game should give you a discount code, 50% off because you already own half the chapter.
For a 3-character chapter like ST, I'm presuming you own Demo only and not Steve or Nancy, so they should give you a 33% discount code.

Isn't it in the user agreement that all virtual goods are none refundable. Also, it seems pretty financially stupid to refund it for you to buy the DLC. It would be nice of them, but also dumb.

That might be true, but it's still pretty scummy don't you think? If you want to do right by the customer it makes sense to give them the refund so they can buy the discount. It actually has a net benefit for corporations as well because people tend to be more willing to spend money if they think the company is treating them fairly.

OP didn't give details, but for example, someone thought the sale was the 10% off, and then today the 50% off started, and there was terrible communication around it. Additionally it wasn't clear from the beginning how or where the sale would work.

Though I do see where you are coming from and even though they werent exact of time details, I just don't think the OP was genuinely scammed. Unlucky for sure, and refunding him just means that they'll have to do the same for others.

Then that is completely their own fault, because we have known for three days now exactly when the sale would start, what would be discounted, and by how much. It was posted on all their socials well before it started.
Bulk discount. It incentivises consumers to spend more money in total because buying several things at once is slightly more cost efficient then buying them separately. Very common marketing technique in basically every industry.

How is that scummy? Imagine this, you/your parents, as Idk if you work forced you to pay back to your workplace, like let's say that you make 10 bucks an hour, and you have to give 5 back because of unexpected stuff.
Would you accept and pay back? Or would you complain about it?.
If you pay back you lose your time.
If you complain nothing happens.
Company wise, having a sale usually is bad since they can lose money.

Sadly, while you make perfectly valid points, this is just how most sales work. I can't tell you how many times I've purchased an item at a store only to see it a month or even a week later for a much lower cost. I just preordered something on Amazon for $22 which is roughly five dollars more than I'd normally pay, just to make sure that I get it. I did this knowing that I'd have to suck it up if I see the item at regular price and in great quantity when release date hits, which there's a very good chance of.
Similarly, I took notice very quickly that this game, like all things on Steam and the Nintendo Switch (I have copies on each), go on sale at pretty regular intervals. At least 2-3 times per year. When I first got this game it was gifted to me by a friend and I only had the default characters. I got lucky that within a week or so everything went on sale so I loaded up. I got 90 percent of the game's roster plus some cosmetics and cells for somewhere around the realm of $75 dollars. Not bad at all for five years' worth of content. When I had the spare cash I did the same thing after getting the Switch version a couple months later.
Unfortunately, with most products, your choice is either to get something when you see it and accept that it's probably going to be at a lower price somewhere down the line, or make yourself have the patience to go without until that time when it is. Paying the full price is basically the trade for getting something right away. If (and this is only true of physical goods, but the point remains) you want something to be cheaper, the trade is that you might miss out altogether, and either way will almost surely have to wait.

You bought something at a price you were happy with. You used/benefitted from that purchase.
And now further down the line, there's an offer on for those who held out and didn't yet buy the content, etc, and you want that deal too so you want a refund on your original purchase like it never happened?

That is a terrible example. A better one is this.
Imagine you buy something for $10, and an hour later, the company puts that thing on sale for $5, do you not feel a bit cheated there? A good company that cares about the customer will actually give you back the $5 because you bought it so close to the sale. In fact, most gaming companies will, Valve does that for steam, League of Legends, DotA, Blizzard etc.
The other aspect though is BHVR not doing it doesn't make sense. Research actually shows that customers tend to spend more money if you do this type of thing for them because it gives them more confidence in purchasing things from you.

I've heard of several retailers allowing you to get a partial refund if a product goes on sale right after you purchase it.
It's not something Behavior has to do though. Not that I'm defending them. The amount of Very Rare and linked cosmetics they've been selling, while conveniently skipping incomplete Rift sets and leaving certain paid cosmetics broken, all reeks of "F you, give us your money".

2 years later is not 1 hour later.
And I have never received a refound for a game that went on sale right after I bought it on steam.
And yes it feels bad but you want them to give you money for a chapter you already owned for 2 years.
I can give another example, I bought clothes 2 years ago, I saw that they have the same clothes on sale, so I can return my already used and worn clothes and expect them to fully refound so I can buy the exact same thing again but cheaper and with a benefit.
Also it is in the eula.

To get the refund on steam you have to ask for it, but they will honor it.

buddy you should really read posts just a little bit more to notice things like this. this is not on them and their eula allows them to deny you an in-game refund.
i'm against it personally because i'd rather support the company directly with any content i buy but if you're gonna be a cheapskate about it why buy it directly in-game and not outside of the game, even outside of steam? things like allkeysohp exist for people that count every penny when buying videogames.

I put the DLC in my cart and for some reason, something told me not to pull the trigger yet. I started laughing when I got an email a few hours later telling me it had just gone 60% off. Thank you, Stranger Things gods, for looking out for me for a change. I usually get screwed by this sort of thing.

In your example I would feel cheated, yes. And if we were talking about a literal hour's difference I think that BHVR would probably at least consider your plight. But that's not what's going on here and sadly, regardless of whether I feel cheated, my feelings aren't enough to obligate the provider of what I purchased to refund said purchase just because of my own unfortunate timing.
JUST before this sale was announced - like honestly three days ago - I was looking at the skin I wanted for Nancy and literally had my finger on the button, about to make the purchase. But then I told myself "nah, there may be a sale someday. I like this outfit, but I don't NEED this outfit. I'll wait and see if I get a better deal". Sure enough, I did. Would I have been really upset if I'd paid the full ten dollars for the outfit instead of six (which is allegedly 50% off because of fuzzy math)? Absolutely. Would I try to see if I could do anything about it? Sure. But I would also have to be readily prepared that I wouldn't get anywhere, because BHVR isn't responsible for when I choose to make my purchases.
As a consumer I'm on your side. But as someone who tries to see both sides of a situation, I totally understand their position as well. If they refunded everyone who bought an item 24 hours before a sale started, then the people who bought the item 30 hours before the sale will be pissed off. And if THEY get refunded then the people who bought it 48 hours before the sale will be pissed off. And on and on it goes. The line has to be drawn somewhere, and it's easiest to make that line the actual point of purchase. You see the cost, you decide whether it's worth it, or whether you'd rather wait. That's the consumer's choice.

You missed the edit, but also keep in mind that it doesn't make sense to not honor it. Research shows that when you do this kind of thing for customers they are more likely to spend money a second time because they have confidence in their purchases from you.

I'm not sure on the exact time frame, might be in an FAQ they have somewhere, but the latest i did it personally once was 4 or 5 days and then it went on sale for a steam sale once.

24 hours sounds reasonable though, 30 hours is over a day so it's not as reasonable. 48 is 2 days, not reasonable at all.
I bought demo literally 1-3 hours BEFORE it went on sale. This scenario alone it should be entirely reasonable to ask for a discount/refund.
Even if they can't do refunds a discount would suffice otherwise I don't see why I (or anyone else) would overpay for the chapter when I could have got all 3 characters for 4.79 instead of 7+
They should really look into the policy for these kinds of scenarios where the time is just so close to the sale.
I just want to give them more money but I'm not over-paying for the value they're asking either.

I'm sorry but we did advertise this sale clearly and advise start/end dates etc.
Also there's been times in the past when a sale has started without warnings and still the policy is not to refund - same as with most virtual purchases. It's why things like this are expressly stated in the EULA.
