Can I buy DLC on Steam to use for Epic Games Launcher?
Hey everyone, apologies if this is well known but I couldn't find any information on this anywhere. I'm new to the game and would like to buy DLC packs for Resident Evil and Silent Hill. I got the game for free on Epic Games, but I have money in my Steam Wallet I would like to use. I know the player base is not split up between both game launchers, and it would be ideal to buy DLC on Steam but I doubt I will be this fortunate.

If you’ve linked your accounts, it’s a yes. I have access to everything both on steam and epic, and I play and buy on steam exclusively.
Make sure you have launched the epic version at least once before trying to link the accounts, if you haven’t already done either.

Is cross progression a thing? I thought they hadn't completed work on that just yet.

Yes, you can do that, you have to enable cross progression by creating a BHVR account here: https://account.bhvr.com and linking Steam and Epic (be sure to start the game at least once on both platforms in order to do so).
You can find more information about it here: https://forum.deadbydaylight.com/en/kb/articles/305-f-a-q-cross-progression
As someone already pointed out, you need to own the game on both platforms, I assumed you did, but better be sure.

Across Steam, Epic and Stadia, yes. Nothing more, though. When console cross-progression is coming is a mystery to all.

additionally to what was said already you need to buy the base game on Steam as well to be able to link the Steam and Epic accounts.

This was my follow up question. That's a bit unfortunate and counter intuitive.

Well. Without the base game you don’t have an existing account on the platform that you could link…
