Wiggling free

Does it matter how fast you rotate your joystick when wiggling free from a killer's grasp? Recently I have tried doing it as fast as I can and one pretty slow and I haven't really noticed a difference.

In my games as à killer, survivors never wiggle off anyways, I've so many hooks ^_^

To be fair, wiggling is basically to buy time, prevent hostage taking (Imagine grabbing the last survivor, and just standing there and they have no wiggle mechanic), and prevent every carry leading to basement plays.
Escape is just a side benefit.

It does not matter. If you're wiggling, you're wiggling at max speed. It's a set rate, you can't go faster.

The only time it goes slower is if you do it slow enough that your character physically stops wiggling, as in you're doing it so slow that the bar doesn't increase at all.

It does feel like there is some sort of optimal stick movement though. Like if you go too fast, or use wrong movements it goes slower.
