PWYF + Corrupt Intervention + Hex Ruin + Whispers
PWYF means you will get faster as you stalk your Obsession, your Mori doesn't consume stacks so you can keep them forever.
CI and Ruin because those perks will slow down the game without requiring you to hook or down anyone. This is the only time I would equip both Perks at once.
Whispers because it helps you find your first Survivor faster, which is important so you can get out of Tier 1 faster.
Monitor is no longer required with 3.3

Since I don't have CI on Myers and only Hex Ruin what should I run?

I have all his base per level 3 and all of the regular perks and I have Ghostface's, Nurse's, Enduring, Spirit Fury, BBQ, Legion's, & Doctor's

Take overcharge then.
It's not optimal but it should get the job done.

Ok thanks. Any maps that best help with it? I am thinking The Game because it is small but I am not sure since it has LOS blockers.

100% The Game. LoS blockers aren't a big issue so don't worry about it.
Larys is good too and so is Hawkins.
