Don't Understand the Concept of this Event

I read Tome, Tier, Rift....such terms in this event but I don't exactly understanding the difference...

Like, now we are at Tome I, and is it Tome II would be released in later date other than I can reach for it this time?

But what's Tier ? What's Rift? Any time-limit?

    Tome/Level (though level is the actual term): They hold challenges, which upon completion will reward Rift Fragments, BP and lore entries. There are 4 per Rift, each one being released every 3 weeks or so. Tomes remain available after Rift closes, but they will no longer reward Rift Fragments.

    Rift: Battle Pass thingy. Contains several tiers. Progression is based on how many Rift Fragments you acquire. A Rift lasts for 70 days, after which is replaced with a new one.

    Tiers: Sections part of a Rift. In the Free path, some have rewards. In premium path, all do.

    Rift Fragments: Progression token. Acquired from completing challenges from currently active Rifts and for each 800 XP gained. Resets when Rift closes.
