Does the pink insta-heal still heal two health states?

no, it heals only one health state, and it stops working if the health state changes.

No, like Edys said it only heals one health state and it does so passively...

Once 16 seconds are up than you'll be healed for one health state... the same goes for a downed Survivor as well. It was changed to counter-act the issue where Survivors would heal downed Survivors after a long chase and end any progress the Killer did in that chase right in-front of them...

It's better to just wait until a Survivor is picked up and THAN heal them with it... or for a chase you do it at a really good loop... not a small one.
