When Tome 2 opens, will I still be able to complete the challenges in Tome 1, or does that one get closed down completely?

Yes, you can still do that. You can do the challenges even when the Rift closes, but you will only gain the BP then and no Rift Fragments.
So even when Level 2 opens, you can still do the Challenges for Level 1 and gain Rift Fragments.

Your answer is already... answered, but the next Tome (Tome ll) won't open until November 13th (FYI.)
If you want all the Tome dates for the next 3 upcoming tomes you can find them in the news section in the main menu (In the game itself) and scroll down to the part about the archives among the patch notes!
