New Killer
Name: The Cop.
Main weapon: baton
Main Map: police station
Power: All The Ears: While using his power you can't move for a while. When using it you can't see nothing, but can see a "wave" that is produced when a survivor walks in a certain distance (16m-20m?), crows (24m-30m?) or any other loud sounds like chests and falls.
Perks: There is nothing for now: When you check a locker and there is no one the locker the locker for 10/12/15 sec will send a sound when anyone gets in
They are here: when you damage a single gen 3 times in 60 seconds the gen will be blocked by the entity for 30/45/60 seconds
Just a little jump: While in bloodlust II or above you can press the active ability to dash foward. This ability will leave a exausted status for 60/50/40 seconds
Now some doubts:

The power is cool, but weak. It doesn't fit an officer either imo. If you want to keep it, allow the killer to move and change the ripples to be brighter the closer the Survivor is (Within 12 meters would be bright, within 24 would be somewhat bright, and outside of that would be dull.)
There is Nothing for Now: I love the concept, but it would probably need to be increased to 40/50/60 seconds. Or maybe something less extreme like 20/26/32 seconds.
They Are Here: Needs to be when kicked 2 times. Other then that, amazing! I decent alternative to some of the other anti gen perks (thrilling tremors, pop goes the weasel, but absolutely not Hex: Ruin or Dying Light.) It could also combo insanely well with Pop Goes The Weasel!
Just A Little Jump: Bloodlust should not be supported. It is a useless system that is made so a Killer who isn't good can at least land a single hit once and awhile. Maybe the first lunge of a chase has increased range (1/2/3 meters)? Also killers can't be exhausted, for now at least.
I also think the Killer's speed should be 115%, terror radius 24 meters (because of the lack of map pressure but good detection), and then average height.
Regarding the first question, no idea. From my knowledge nobody's idea on here has ever gotten into the game.

As far as your killer goes, he is rather weak and the power doesn't seem to match the killer concept. Why does the cop close his eyes and get daredevil vision? The power does nothing to help shorten a chase either. Sure it makes it a little easier to find survivors, but then what? It usually isn't all that difficult to find survivors to begin with.
Compare this killer to The Doctor for example. Doctor can easily locate survivors at the start of the match just passively walking around the map. Then the Doctor's shock ability can actually help in a chase (even if only a little). He also has the added benefit of passively making it more difficult for survivors to work on generators. Even with all these benefits, Doctor is widely considered one of the weaker killers or at best mid tier.
As far as your perks go "there is nothing for now" is way too narrow. You could play 10 consecutive games and have absolutely no impact with this perk in any of them. "They are here" probably has the most potential. It needs to be refined though. There is no cooldown which is problematic. If a killer lets a group of survivors finish all the gens except the 3 closest ones then it would be entirely possible for the killer to stall out a game forever. I think a more interesting and balanced version would look like:
They Are Here: The second time you kick a generator, the entity blocks the generator for 20/25/30 seconds. This perk has a 60 second cooldown.
The last perk "just a little jump" is pretty bad just because of the bloodlust 2 requirement. It is interesting to give a killer an exhaustion perk.
