Pebble buffs (diversion) that make sense
Make it generate in a 32m radius around the killer iregardless of chase status.
Make the icon not update until entering into a chase with the killer (therefore not giving away the killers location if there a stealth killer)
Allow for more then one Pebble to be stacked (ie having up to 3 be able to be generated.)
If the pebble lands within the radius of an interactable, let's say a 4m radius (read locker or vault space) it will lock it's notification icon to said space, and leave the scratch marks normally. This will make the pebble more convincing.
If the killer is hit with the pebble they will make the stun sound. No actual stun just the noise, which will make it potentially useful for revealing a stealth killer if a little unintuitive and also allow for memeing.
Possibly allow it to be aimed or have at the bare minimum an arc that depends on the height/angle the player charecter is looking forward, with also a highlight showing the arc of where the pebble will land?
Low-key pls buff pebble I love the concept but want to make it both more useful and reliable with more fun to use

I like your idea, but it may need a cooldown period between throws. Otherwise you could toss them quite a bit and it would probably be pretty annoying as killer. It would have it would work a lot like a survivor variant of whispers actually. You will always know if they're within 32 of you. I dunno if that would be broken or kind of cool.

I would prefer it, if they remove the terror radius requirement entirely and just make it simpler by making it like a normal cooldown perk.40 seconds is quite some time to get it back. So people wouldn't be able to overuse it.

Well that's the point of the first suggestion ? it charges whilst in 32m regardless of anything but it only updates/allows you to use it once you enter a chase as to not reveal the killer.
Honestly I wouldn't mind this either but I was trying to keep in line with the perks original version somewhat even though this idea would ultimately be better and lead to no need for stacking pebbles.
Honestly only mentioned stacking pebbles because it requires taking a risk by being in the normal killers terror radius distance/whisper range which is taking a risk. If it was a passive recharging ability like quick and quiet it wouldn't need the extra pebbles or anything to do with the killer.
