Ah, I see Billy is now "Over performing"
Basekit is perfectly fine. To be honest. I stopped using addons after I ran out of them. I forgot how more or less busted the "insta saw" addons are. Went back and tried them out, and yeah, they could use a tone down. Or rather, get rid of or change the Primer bulb addon, then you can't double on the "Moderately Decreases the Chainsaw's charge time", which is what makes it so fast.
~ The Begrimed, Rusted, and Grisly chains are fine, they can't even stack so...
~ Depth Gauge and Light Chasis are for beginners if we are being honest, no real use once you get more experience.
~ Long Guide Bar and Speed Limiter are a joke.
~ The commons Vegetable Oil and Spark Plug are fine, perfect for commons.
~ Chainsaw File and Homemade Muffler are, things that exist. Nothing special about em.
~ Death and Doom engravings give what I believe to be a fair trade off, slow chainsaw charge time for more speed, but it is also harder to control, shocker. Pretty balanced.
~ Spiked Boots and Thompson Moonshine, these vary person to person. I have a few friends who love Billy, but they are actually worse with these addons. When I double up on them, personally some of the curves you can do seem unfair, but that is with lots of practice. That being said, using both is overkill. But not sure if they need a change, if they do decide to change one, then Moonshine.
~ Thompson's Mix and Carburettor Tuning Guide, I think these 2 put together are the strongest, of course that is my opinion. You get a decent bit of everything, from decreased Charge time of the chainsaw, to reduced to cool down so you can use it again faster, and also the benefits of the Chainsaw File and a lesser Depth Gauge.
~ Primer Bulb and Shop Lubricant, are slightly better versions of Spark Plug and Vegetable oil respectively. Good addons for uncommon.
I think the biggest problem here is that, when you start combining cooldowns with the addons, it can get a bit overwhelming. Primer Bulb in particular with Carburettor Tuning Guide make for a near instant chainsaw, which has a hard to match timing for a dodge. I do not believe this is THE strongest pair of addons, but it takes 2nd easily. That's what you use when you WANT TO WIN. Quick downs, makes pallets easy to shred quickly. Then there is one of my personal fun builds I like to use, that is Moonshine and Doom Engravings. Slower charge time and increased stun time when hitting objects sure, but being able to move so fast and almost as well as normal (Probably better) is just really fun.
So to recap, I do think there are some addons that could use tweaks, combinations is what makes them strong. Basekit, I don't see an issue, he can still get looped like a D tier killer assuming the Billy is question is not very experienced, of course the amount experience changes everything. It will be a shame to see him get nerfed, if he does, I always viewed Billy as one of the THE most balanced killers, and he has held that since the start, shocking players with what he can do for being as basic as he is, but he stood the test of time and is still top tier, even with minor to no buffs or nerfs. But a nerf to him, would probably drive me away from the game.
I may be stubborn to think like this, but as I said, I believed he was a staple for balance. And if they nerf that, then not only is that saying what I believed was wrong. But nothing is safe. Why nerf something that isn't nearly as busted as Nurse? It's starting to become a problem is what i'm trying to say.
If you did read all of my babbling, thanks for taking the time. It would be a shame to see something actually balanced (In my opinion) to get nerfed. Because that means there is no standard, since you would be taking that standard away.
But hey, what do I know? I don't own a company 😂

Only thing I hate about Billy are the insta saws and the hitbox. The hitbox on his chainsaw does not sync well with the animation. Also, sometimes his saw just doesn't register on hits.

It's better for CMs to avoid troll posts than to troll back.
Though this sub seems to love circle jerking around the CMs so why not just dive in and relish eh?

Well..you hit both the best killers one after another..one change everyone hates..and one that's been so far looking more fair..people tend to get jumpy
