Submitting a report
I got video footage of someone no-clipping, spawning the hatch, making himself un-hittable and i can't find a "submit report" button

You must report them in-game first. You can find that on the tally screen by hovering over their name and clicking on the thumbs up/down icon. After that you may submit any additional proof such as video here: https://support.deadbydaylight.com/hc/en-us/requests/new?ticket_form_id=191426

Basically what @Slay___ said, you must report them in-game first and than follow up with a ticket with the support team if you deem it's necessary. You need a detailed report and proof is helpful if you have any.
