Why is Legion getting nerfed when he is already the weakest killer in the game?

The combo won't stay in the game. Old Legion was removed for a reason, so them bringing it back unintentionally doesn't mean it'll stay. Plus it only works if Legion gets stunned, so dropping pallets early counters this hardcore. It's a gimmick more then an actual A+ killer.
