1.) No, Freddy still gives off a Lullaby despite the perks power giving Survivors the oblivious status effect... Freddy by default gives the oblivious status effect to Survivors... so stacking oblivious with oblivious doesn't do anything in his dream state.
2.) Your 2nd question doesn't make sense i'm afraid... So I can't really answer that one.

They are referring to the Nemesis perk interaction with deep wounds. Some have said that when Nemesis procs the Deep Wound timer will start counting down due to the Oblivious status effect being applied to the survivor. I've seen conflicting reports though so I can't confirm. Even if it does work I don't think it is anything to get excited about.

If it does work and Legion gets a deep wounds hits through a pallet the timer goes down and you don't have enough time to mend because legion is on the other side of the pallet
