ONI vs Hillbilly

Hey guys, honest question here.
I'm already starting to see people on reddit, here and youtube saying the Oni is overpowered and impossible to beat. Full disclosure, I still haven't played him. That's why I wanted to know what makes him so much more menacing than Hillbilly, another killer that has a "moves really fast instadown". Being that Billy doesnt even have a timer/cooldown. I mean, Oni doesn't even have his power the beginning of the match..
Also, what do you think could make him more balanced?
Thanks.

It's to set the stage for a Nerf Hillbilly campaign.

He is as balanced as billy. His instadown is way better controllable and can down multiple targets, that's why he got an interactive CD.
