At what time does the level 3 tome release?
I know its coming tomorrow on 23 November but I am asking at what time does it come.
Also if I complete all of the challenges of all the levels will it be enough to complete the whole rift or I would need to also earn fragment with XP to complete it?

These dates are subject to change, but these are the scheduled release dates for each level of Tome l. Level lll will release on November 27th, so 5 days from now.

Well, each level gives about I wanna say... 15 tiers maybe less or more? Maybe 20? So for the sake of realism i'll say it's 15-20. Now, each level on Tome l gives more rewards for each new tome level that's released... since they gradually get harder and harder to complete.
So, I'd say you'd most likely get to Tier 70 if you complete every levels tome challenges. If not, you'd be pretty close and would require some regular matches to get the rest.
The thing about doing challenges and the average 800xp Rift Fragment you get... is that you get both at the same time when doing new challenges.
So it's safe to say that you'll hit Tier 70 with no issues. And since you get Rift Fragments from every new 800xp gained... you might get to Tier 70 before you even finish all the levels by playing casually.
I'm tier like... 45-50 at the moment? And I haven't play as much as I should since The Archives came out... so by knowing this, it's safe to say that'll you'll be alright and might even get to Tier 70 before the challenges are all gone.

To answer the second part of your question, the amount of fragments you get as rewards for completing the challenges adds up to roughly 350, which is half of what you need to complete the full Rift, so 350 of your fragments will need to come from pure XP.
Whether or not you are able to earn this XP organically while completing challenges, or whether you'll have to play more outside of that, depends entirely on how many matches it takes you to complete the Tome.

Just some basic maths
Tome I: 9 Rift Tiers (21 nodes, 10 RF on completion, 93 Rift Fragments Total)
Tome II: 8 Rift Tiers (18 nodes, 10 RF on completion, 84 Rift Fragments Total)
The challenges alone don't get you there, the majority of your personal progress has to be from XP. In the course of even casual play, though, I agree that lots of people are likely to be able to finish the Rift.

I think in-general you'll get close to it, but the rest requires you to just normally play.
And, even if you don't normally play after all challenges are done... you'll still get the 800 EXP Rift Fragments while doing the challenges themselves.

Just saying if you're at Tier 45-50 that means that at minimum you've gotten 28-32 of those tiers from regular play, not from the Tomes. :P
Tome IV, from the leaked screens: 8 Rift Tiers (15 nodes, 10 RF on completion, 85 Rift Fragments Total)
So from 3/4 Tomes, we're only getting 26 Rift Tiers (262 RFT). They'd need more nodes and/or more RF available per node in Tome III than any other Tome in order to even get half of the Rift completed from challenges - not to mention that their timing puts Tome IV smack in the middle of holiday travel season.

Currently, if the released info is correct: Tome III: 9 Rift Tiers (20 nodes, 10 RF on completion, 90 Rift Fragments Total)
Which brings our grand total to 352 , which would put us over that halfway mark. With an extremely (and unrealistically) conservative estimate, let's say each node took one match, and each match lasted the optimal 9 minutes, with only 4 minutes of wait time between each. 74 nodes means only 74 games taking 962 minutes of in-game time: Just over 16 hours of gameplay at the conservative end. This all nets you an additional average of 550 XP per match, for a total of 40,700 XP - that's just over 50 Rift Fragments, or five more levels.
Only 40 levels of the Rift are thus completable with forgiving estimates - mitigated by players obviously willing to play when not doing challenges :P

By the way, since your question was about the time as well as the date, updates such as Tomes typically release at about 11am ET.
