Legion complete rework idea
The legion would be a 115% movement speed killer. Standing at medium height, with a 24 m terror radius, and would be a hard difficulty.
Power- Pack Hunting
At the start of the game, the player spawns in as the legion, and 3 other legions are hidden in lockers. At any point, the player can go up to a locker and press the power button, and hop into the locker. The player then selects which legion they want to go to, and they hop out of the other legions locker. If a survivor opens a locker that a legion is in, all survivors are able to see the aura of that legion for 10 seconds,and the legion player gets a noise notification.
The time it takes a legion to hop into a locker is the same speed it takes a survivor to quick enter a locker and when leaving a locker they have the option to fast exit, where the survivors can hear the locker open and the heartbeat, or slow open, where the locker is very quiet, and in addion, when opening the locker slowly, they get undetectable for a short period (3-5 seconds). The quick exit would be the same speed a survivor can quick exit a locker and the slow exit would be the same speed a survivor can slowly exit.
This would allow both uses for stealth and sneaking up on an unsuspecting survivor, and use in chase, as quick exiting while a survivor is nearby would allow for an easy hit.
I think this would be really fun and would also make it so you could set it up so you can completely corner a survivor while not breaking the game.
The legions add-ons could affect the speed getting in and out of lockers, the length of the stealth when getting out, and maybe their ultra rare could put a survivor into the injured state if they open a locker a legion is in.

I think it needs a little more. The teleport is nice for map presence, but they need some lethality. Maybe if a survivor goes by a locker with a legion in it they should trigger them and have a chance to get injured as the legion member leaps out. It also needs more control on the killers part where the other legions are, so some way of either choosing what locker they end up in or being left behind after teleporting to a locker.

I literally said they can select a legion. They would get to choose which legion they go to and they would leave the other legion in the locker they entered to switch.

I want someone that can pretend to be a survivor till they put on a mask; I had a huge thought process about how to make it work in game even with SWF, but the big thing is since SWF uses voice I can't think of a way to make it work around the fact that exists....

Thats what i thought legion was gonna do considering the cinematic when he killed david. The disappointment.

Same. I heard a lot of people thought that was how Legion was going to be based on the little cinematic. Which is where a lot of disappointment came from on launch mostly from killers who where hyped to play him. The rest of the disappointment, was from the survivors not liking Legion whatsoever. if you recall ever DC every happening during Legion's chapter.
It really was a poor chapter, poorly done killer. lackluster survivor, awful map, and overall despised and touted as the worst chapter in DBD, aside from Freddy of course, but atleast he got a banger of a rework that turned out well enough.
The Legion chapter is still an issue to this day. The DEVs are clueless on what to do with them. It's Behavior's very own FA76, of course on a smaller scale. But a disaster nonetheless.

Like everyone could be shrouded in a fog effect, but still looks humanoid at the start of the match, until killer puts on the mask. For a few seconds after he puts on the mask the shroud is sitll active so he can walk up and just gen grab someone ill prepared.
AGain stupid voice coms ruining everything though SWF would just go "I see someone else is it one of you- no? Then ima run"
I don't see how any surprising elements can really be added to the game so long as SWF exists because of voip.

I had a cute little idea where Legion was able to interact with generators other than destroying them, they can “repair” the generators but actually be undoing the progress on the generators, and if a survivor comes to help with repairing the generator that Legion is at, Legion could quickly come out and either hit them or if they’re fast enough, grab them immediately and put them on a hook.
Legion would also have no terror radius while doing this.

I throughoutly enjoy the concept, I think it's a really cool and creative idea that takes Legion lore into account which I think is important because idk about you but I honestly thought Legion was just someone with multiple personality disorder until I actually spent time and sought out the lore. Right now though I don't like the idea of leaving the 3 other Legion placements to RNG. Maybe there could be something where the Legion player could setup the other Legions to hide out at

I would imagine they would spawn away from each other and away from your spawn. There would most likely be addons which affect their spawns, making it closer, making them farther, making them spawn near generators, etc. I do agree his power has nothing to do with the killer himself, and I wish they would incorporate it. He would be a really unique killer, being in multiple places at the same time, being able to be anywhere

This is kind of like a demogorgon without any shred, and he is already just decent. The problem of legion is not his feral frenzy design, it is the lack of lethality about feral frenzy or a other kind of ability. Legion would be even worse with your idea (No offence or attempt to make you look silly).
Legion needs somehow a lethality for Feral Frenzy OR a secondary ability to actually down survivors.

No since they’re not really repairing the generator. The speed at which they disrepair the generator is up to balance.

I would rather control of where your legion's ended up be in the players hands rather then random.
