"News" selection available in all screens

When a new patch, cosmetic, dev message pops up, some of us neglect reading them upon first booting up and accessing the news is only available on the main screen. Giving users the option to access the News where all of this information is available during lobby queues where there may be long wait times would give a lot of players time to more carefully read the new changes and updates . Just a small QOL change I think would be helpful towards the whole player base.
