Perk appearance in The Bloodweb
Do some perks have a higher chance of appearing in the Bloodweb than others? Or even specific levels where perks appear more frequently? Is there a method to the madness or am I just severely unlucky?

It gives you that same perk until you either complete it OR the perk just stops showing up all together for a bit or awhile.
It's more likely to show up when you start tier up that specific perk... but sometimes it'll not show up at all for awhile or a bit later.
In the end, the P0 to P3 rarity scale really just depends on better RNG odds @Frank_Sriracha
While one tier is superior to another when it comes to the RNG rates, the change is quite small for some reason, but the rarity of higher tier perks do show up slightly more than others. Either way, RNG honestly dictates what your spawns will be, since a perk like Ruin could show up in the first 3 blood-webs at P3 or it will not show up until about the end of P3-50.
basically what this means is
The odds get better at higher prestige levels, but the change is quite small... and RNG can honestly negate all of that in some cases.
The only difference that seems to show up when you level up from P0 to P3, is that the RNG gets slightly better with each new Prestige and that's it. That doesn't mean a bad RNG streak won't happen, I've had this happen a few times when P3-50ing my 11 Killers that I have now. The only change is that this seems to happen less over each Prestige level (But it can still happen.)

It is almost completely random. However the web will favor lower rarity perks over higher rarity, and it seems like it will try to give you the same perk until you get all tiers (not 100% sure on this one).
So if a tier 1 perk is yellow rarity, and another tier 1 perk is green rarity, you will more likely see the yellow one. But if it's tier 2 is green, you will more likely see that over the tier 1 green perk.

According to the official wiki, perks do spawn more or less often at certain levels of the bloodweb, depending on their rarity - uncommon (yellow), rare (green) or very rare (purple) - which in turn depends on the tier of the perk. However, I can't find anything which goes into any more detail than that, but I would assume that generally speaking, rarer perks have a higher chance of spawning at higher levels.
Beyond that, as far as I can tell there is no difference in spawn rate between specific perks - for example, any two purple perks will have an equal chance to spawn at any given level of the bloodweb.
As @thesuicidefox mentioned above, there does seem to be a higher likelihood of spawning a perk for which you have already claimed a previous tier rather than a new perk, however there is no non-anecdotal evidence that I can find to back this up.
