Are you really going through with this?
So there is currently a pretty big bug that makes killers stick to a gen after damaging it. Everyone knows this I believe. But if i'm reading this correctly BHVR is still going through with the DC penalty test today? So if a killer gets stuck you basically just have to sit there and watch people run around the rest of the match?
This is almost as mind blowing as every single update ever brought out messing up game audio and some how BHVR are the only ones who don't know to be on the lookout for this.

Secondly, we are on the lookout for issues, you can see a Known Issues addition to the patch notes. We are also gathering reports from the Bug report section. And we are already working on our next hotfix patch and the fix to the issue you mentioned.

@not_Queen that isn't worded very well if it was intended to inform people that the DC penalty was going to be delayed. It literally reads that "The disconnect penalty test will take place sometime after the update is released on PC" It sounds as though that punishment is going to go active today.
