Is the current sound change intentional or a bug?

I'm new to the game - came in a little before Chapter 13, but I've looked around and have seen that this has happened before. But currently the footstep sounds are rather... low. After the chase starts you basically cannot hear the footsteps, which is a problem for obvious reasons. Is this an intentional thing, Devs? Or is it a bug? I haven't seen any mention of it in your 'known bugs" section, nor in the changelog - so we have no way of knowing unless you tell us.
I've seen a few threads on this, but you guys have been pretty silent about it - could we get confirmation on if this is an issue or an intentional change, at the very, very least?
