My idea was to make their power a “chase type” instead of a “slow the game down and be gen rushed anyway”. This would make legion more enjoyable to play as and against and making them have a powerful power while also giving survivors counter play. I also tried to change their “mix tape” add-ons. My ideas were to make them a unique gameplay style add-on, giving up sides and down sides. For their other add-ons I’m not sure. Maybe some minor buffs such as faster passive power regeneration, extra speed while vaulting windows and pallets etc. I spent a lot of time doing this so please share your opinions!
To clarify some stuff:
Yes, you will be able to down players while in frenzy mode
No, atacks will not apply the deep wound status effects without the help of an add-on

Pretty broken if I'm understanding it right.
As he can vault and hit you right after you throw a pallet.
I don't think people understand why he can't be changed without a complete rework.
The problem is, is that the main part of his power is vaulting. But you can't have a killer that vaults and downs, as that would make pallets and windows obsolete. So instead his power is just for injuring, but if his power is just for injuring, its becomes very weak.

I feel like Legion isn't in such a bad spot as people like to assume. His changes make him less annoying, but he still can snowball games. The movement speed passive you mention would be very very very problematic. No killer should ever be granted 135% ms especially if they can hit someone and with a reduced cooldown hit them again for a free down. That's not even taking STBFL into consideration... Though, I don't agree with your changes, I do feel like Legion is in need of some sort of buff to make him more viable.

Just a heads up: His speed is capped at 130% and he have no reduced cooldown after hitting a healthy survivor. I do agree with you with the speed tho. Maybe i would make that he could only have a 10% speed bonusbag maximum

Oops, I misread! Yeah, I feel like Legion is that weird character that is hard to balance certain aspects of him without making him utterly broken.

I do think you are onto something but some feedback:
- As I just said if he's getting passive movement speed then he should be 110% by default. Remember that he eventually becomes 130% (or 125% if we make him 110 to start) for as long as he wants, so that needs to be counterbalanced.
- The way the power works seems a bit convoluted. I feel like this would be much easier to work with if we remove some of the unnecessary mechanics (more on the specifics in a sec)
- The power gauge mechanics punish the Survivor for efficient chasing and also are too close to the Oni's mechanics
- The passive MS mechanic is extremely OP given how much of a difference it makes
Here's how I'd alter it starting with the biggest change, the power bar mechanic:
- 1% per second. Charges 5x faster in a chase. Ending a successful chase (any chase where you damaged a Survivor) will refill the gauge by up to 25% depending on how quickly the chase ended (The bonus becomes 0% at 25 seconds). Downing a Survivor with a basic attack drains the power bar completely (resolving before the end of chase bonus)
Basically if you hit someone and then immediately switch targets you gain a large boost to your gauge. However downing Survivors this way will not let you maintain your power. This kind of limitation needs to be on the Killer otherwise he can just be a permanently 125%-130% Killer which is OP.
Downing a Survivor quickly will still give you the bonus recovering some of the lost power usage for if someone does something silly like running in front of you.
Grabs do not trigger the drain and neither does Frenzy.
Next the speed boost:
- Legion moves 3% faster per 20% of the bar filled.
This has the same max speed but takes longer to get there thus keeping it further in check.
Finally changes to Frenzy itself:
- Frenzy doubles whatever passive MS bonus you were getting, thus allowing you to get up to 140% total MS. Frenzy will last up to 10 seconds by default
- Striking a Survivor will refill the bar by 25% immediately. The end of chase bonus still applies so Striking a Survivor and switching targets grants up to +50% duration. Passive recharging is disabled however.
- Frenzy ending has a 2 second fatigue. Period.
- Frenzy has no impact on your lunge. Missed attack in general will cause Frenzy to exit with no additional cost beyond the fatigue and the missed attack cooldown.
- Vaulting always costs 5% of your power gauge (in other words 0.5 seconds worth)
No comment on the addons. Anything I didn't bring up I'm fine with staying the same.

Nothing specific. Just try and keep them low power as much as possible. The weaker the addons the stronger the base kit can be without causing issues, so focus the addons on changing your playstyle rather than being direct improvements. Myers is a good example of this done right.

I like it, but it honestly feels like there's less to Legion now by doing this. Maybe if Legion's add-ons you reworked instead changed the playstyle of how you play Legion, to better emphasize that Legion is different people not the same person.
Kinda like how Myer's add-ons can change how he's played completely! (Like insta-kill EW3 Myers and Spoopy EW1 Myers).
For example, maybe since Frank's originally was the mixtape you used for damaging Survivors with Deep Wounds, you could make it so Frank's Mixtape applied Deep Wounds for those Legion mains who like how he was before the recent nerf. TDLR: Frank's Mixtape applied Deep Wounds during Feral Frenzy but become exhausted for 3 seconds after hitting a Survivor with Deep Wounds on them already.
Another example would be for Susie maybe where her Mixtape she doesn't gain the speed nor vault speed bonuses and instead has the ability to 1-shot a Survivor so long as she hasn't least 50% of her power gauge.

Ummm yes there is. Just like Freddy had mains before his major rework. People still play Legion despite what's been done to them.
