Okay so once again I'm playing and this happens

So we went against a ghost face and they weren't that good so I unhook the first hooked person, goes good, I then try and unhook another and the game won't allow me like why
I don't understand this, please explain this to me, and for the love of God when do we (console) get dedicated servers?

It's just a bug or lag. I had that happen in a really lag filled game a while back (PS4). Nothing we can do about it until it's fixed or dedicated servers implemented.
This should really be moved to the bug section rather than general discussion.
