Oni is a bit outperformed in outdoor but a bit hard to play in indoor

Encountered some ONI today and found that he is a bit outperformed in outdoor area, I have nothing to counter against him except hide in the cabinet or try hard to loop area with window / pallet but can’t last for long.
but in indoor, i seldom see ONI dash and a bit easier to deal with.
I think he is a bit balanced to upper tier killer atm. what do you think?

He's good, yes. But he also takes much skill to anti-loop. And yeah he's good when you're outpositioned or in a deadzone.

Like Hillbilly and Huntress, indoor maps hinder their chase and power potential due to all the obstacles.
This does, however, spice up the game-play and challenge the Killer with the certain map restrictions.
