Survivor: Rank 9 (Green) being put with Rank 15-20 (Brown)?!

So I have nearly ~400 hours on DBD and have recently decided to play more survivor and thus managed to climb my way up to the Green ranks. I thought to myself, "Finally I get to play with somewhat good teammates, no longer will I get one hooked or have to be the only one doing gens because of my team is either too scared/can't handle ruin skill checks."

As the title implies...

I was wrong. So very...very...wrong.

I've played roughly 20 or so games with nothing but complete garbage teams who crouch walk around the entire map without doing a single generator, never come for saves despite the killer not being anywhere near, running away after being unhooked when I attempt to heal them wasting precious time and the worst offender which happened today...gen tapping...with NO RUIN?!

Note: This is my first ever discussion I've started. I just needed to vent a bit however I do want to know, is anyone else having this problem?
